The broad scope of the Kremlin's reset plan came with an ambitious launch date: immediately.
Putin had proposed the plan in April, officials told BuzzFeed News, that included broad aims to reset diplomatic, military, and intelligence relations to their status before Russian Federation intervened in military conflicts in Ukraine and Syria.
In the coming months, the proposal called for Russian Federation and the USA to collaborate on information security, Afghanistan, Iran, Ukraine, North Korea and eventually a full face-to-face meeting between the top national security officials of the two nations.
The document also asked military and diplomatic channels under former President Barack Obama had set in place during his first term in office be reopened.

However, Russian diplomats have not perceived the joke as amusing, with the spokesman for the Russian Embassy in Germany, Denis Mikerin, saying on his Facebook page that the Russian diplomatic mission in Germany was waiting for an apology from the magazine.
Officials at the White House and State Department declined to say who delivered the document but did not dispute its authenticity.
The press service of the German news weekly Focus said the magazine had no intention to insult Russian President Vladimir Putin by calling him a "dog", with the editors claiming that the author used "an ironic quibble" that has no adequate translation in Russian, Deutsche Welle reported, referring to the magazine's press secretary, Alice Wagner. "Frankly, I would point more to media coverage than administration overtures", the spokesperson said.
