The anti-Mueller camp raised the stakes on Saturday by charging that Mueller had improperly obtained tens of thousands of emails from as many as a dozen accounts associated with the Trump transition, and investigators had been using information they contained in their investigation.
Mr Loewentritt said Mr Beckler did not make a commitment to the transition team that requests from law enforcement for materials would be routed through transition lawyers. Spokespeople for GSA didn't immediately respond to AP's emailed requests for comment.
Mr Flynn was sacked by Mr Trump in February for misleading senior administration officials about his contacts with Russia's ambassador to the US.
Fox News first reported that Mueller's team acquired a document cache with communications from Trump's inner circle, including Michael Flynn, from the 2016 election to Trump's inauguration. Van Grack also declined to identify the 13 transition officials whose materials the special counsel's office had obtained.
The latest complaint against Mueller comes amid a barrage of criticism from Trump allies that the special counsel investigation itself is tainted on multiple fronts. Beckler died in September.
Langhofer claims the production of transition materials to the Special Counsel's Office by GSA violated "GSA's duties to" the Trump campaign, a Presidential Transition Act requirement that "computers or communications services" to the transition team be "secure", and the Fourth Amendment.
Ken Nahigian, the Trump transition's executive director and trustee, said in an interview that GSA's decision to share the emails with Mueller's office would have a long-term detrimental effect for future transitions.

The Trump administration has pledged its cooperation with Mueller so far. This is a result of the disturbing evidence of political bias of top Federal Bureau of Investigation agents and prosecutors, (we editorialized about this Thursday) but is completely at odds with point 1.
"This is another attempt to discredit Mueller as his #TrumpRussia probe tightens", tweeted Democratic Congressman Eric Swalwell. Trump has called the allegation a "witch hunt" by Democrats.
