Experts trust a purportedly inebriated 22-year-old - associated with being affected by liquor and maryjane - was going home from a gathering when he floated into the correct shoulder and hit the stopped vehicle from behind, as indicated by Assistant Chief Ernest Sanchez.
The other officer, Jonathan Velasquez, was treated at a hospital and released.
Investigators believe the man's auto was traveling at a high rate of speed when he crashed into the SUV, causing significant damage and leaving the CHP vehicle a crumpled pile of metal.
Both Officer Camilleri and his partner were injured and taken to a hospital were Camilleri later died, according to California Highway Patrol.
CHP officials did not provide details of the injuries or the cause of the collision. He had been with the CHP for one year and four months.

"This needs to stop", Sanchez said, adding that he is not only brokenhearted about Camilleri's death, but also angry.
The officer who died was in the passenger seat.
Gov. Jerry Brown issued a statement about the loss of the officer. Camilleri is survived by his wife Rosanna, three children; 12, 6 and 2 years old; his parents, a brother and sister.
"We join his family, companions and the whole California Highway Patrol in grieving his passing and in regarding his forfeit", the announcement read.
The driver, a Hayward resident, was allegedly driving under the influence of alcohol and drugs, most likely marijuana.
