There appears to be no easy way out for Japanese Prime Minister Shinzo Abe from the debacle he is now facing.
The top national security advisers of the United States, South Korea and Japan met at the weekend to discuss the North and the "complete denuclearisation of the Korean peninsula", South Korea's presidential Blue House has said.
Ministry officials said the land deal documents were altered from late February to April a year ago at the instruction of the financial bureau, the ministry department in charge of state property transactions, mostly at its regional unit in Osaka.
"Both leaders agreed to continue to work closely together for the denuclearisation of North Korea with preparations underway for summits between the two Koreas and between the US and North Korea". Its founder was a known supporter of Mr Abe.
He is unlikely to throw his long-time political ally and confidante Finance Minister Taro Aso under the bus after revelations last week that his ministry's Financial Bureau had tampered with 14 documents related to a dubious land deal for nationalist school educator Moritomo Gakuen.
"If any further trouble emerges, that will be different, but as of now it's very hard to connect Abe himself to the mishandling of documents", said Watanabe.
The organisation wanted to set up a school in Osaka, and bought a plot of land from the transport ministry in 2016.
He also pointed out that the Moritomo-related documents released March 12 by the Finance Ministry contained no mention that either he or his wife was involved in the negotiations.
Allegations emerged that Mrs Abe had lobbied the government, on behalf of the school, to give a discount.

He also said passages citing Akie and other lawmakers made up "only a portion" of the documents and that they were deleted nearly completely in the doctored version, suggesting that it was not the case that particular consideration was paid to him or his wife.
Aso has blamed the alterations on "some staff members" at the ministry. He has already resigned.
Ministry officials deleted all mentions of Akie Abe from the papers to hide her apparent influence on the negotiations, according to Koike.
"I didn't even know that there were documents compiled by the Financial Bureau or the Kinki Local Finance Bureau in the first place", Abe told the House of Councillors Budget Committee during intensive deliberations on March 19, denying once again that he ordered that the documents be manipulated.
The prime minister repeated an apology, saying he "keenly felt" his responsibility over the scandal that has "shaken people's confidence in government administration".
If Sagawa's appearance fails to bear fruit, the opposition could strengthen calls for Akie Abe's sworn testimony, something the government has refused to authorize. Outside the prime minister's office, thousands of protesters have gathered nearly every day, demanding that Abe step down.
